The Virtual School of Natural Sciences (VSNS) shall be a school with
the Globewide Network Academy with power:

  1) to establish a general philosophy and goal for its curriculum,
  2) to set criteria, standards and procedures for courses to be added
     to and removed from its curriculum,
  3) to create and solicit courses and instructors for its curriculum,
  4) to certify courses as having met its standards,
  5) to work with course proposers to help them have their courses meet
     its certification,
  6) to raise money for and fund courses to be added to its curriculum,
  7) to issue certificates and/or accredited degrees indicating that a
     student satisfactorily has completed its curriculum, 
  8) to conduct unrestricted research, 
  9) to seek accreditation by outside accrediting agencies and/or other
     academic institutions, and
 10) to establish whatever internal positions, policies, procedures and
     structures necessary to accomplish its goals.

Marcus Speh (marcus@x4u.desy.de), Peter Murray-Rust
(pmr1716@ggr.co.uk), and Gustavo Glusman
(gustavo@bioinformatics.weizmann.ac.il) shall be the organizers of
this school and shall have power to establish its internal positions,
procedures, policies, and structures and to manage the affairs of the
school pending the establishment of these things.

Nothing in this charter shall be construed as preventing the
establishment of other schools or curricula within GNA or of courses
outside of this school or its curriculum.  Furthermore, this school
may not make any procedures, standards, or certifications mandatory
upon courses or curricula outside of it.
